But is the function only limited to those three modes? I have my own modes and they do not seem to work.

There are limitations such as mixing “regular” and “technical” display modes.
Can you post your custom display mode?

attached are my two display modes I use plus a sample model I wish to refer to.
The screenshot is what I’m after whereby one object is the focus and then mono tone objects around it - however the two objects are blocks (and usually linked from another file)

In your file, the inner polysurface is assigned the Shaded display mode, and when the viewport itself is set to some technical display mode, the result will be somewhat as in your image.
Doing the same with the block version of that object does not work. This is the issue that Japhy pointed to.
Assigning a technical display mode (such as your “Pen colour shaded”) to the polysurface is not possible. This is by design. The long-term plan is to merge the two different pipelines into one, at which point it will be possible to assign any mode to an object.

The nature of my layouts requires using those display modes.
