I got this message after recent update.
Installing process went as usual.
I think this is related to Unable to load ccylces.dll
I think the installer didn’t manage to complete installation properly (see also https://mcneel.myjetbrains.com/youtrack/issue/RH-33116 ).
Please try uninstalling WIP and re-installing from the latest WIP release.

It was the latest release (unless you have managed to make a new one within last few hours). If so please provide me with a link. I have been downloading WiPs through options panel. Since I am unable to load Rhino I have lost the ability.
