@rajaa, I just wanted to report an issue regarding the creation of new layers and their appearance in Details, which I believe could be more efficient.
When I create a new layer, all its objects appear in all existing Details. I think it would be better if I could decide, before creating a new layer, whether its objects should be shown in the Details or not. I’ve been struggling with this behavior, as I often create new layers in my workflow, for example, when working on different variations. It becomes very time-consuming to go through each Detail and manually turn off the new layer I just created.
Maybe there could be an option in the dropdown menu to turn a layer ON or OFF in all Details at once!
Something that helps a bit, is that you can turn the visibility of a new layer off in all existing details on all existing layouts in two steps.
Firstly, select a detail on a layout, and right-click on the “Layout On” lightbulb for that layer. From the context menu, hover over the Layer On in Selected Detail Only option until the All Layouts fly-out option appears and pick that.
That will hide that layer from all other details on all layouts.
Secondly, activate the selected detail and turn off the “Detail On” lightbulb.

I was a bit confused by your explanation even after trying different combinations.
After a while, I realized that your instructions were correct, but I have been turning my head inside out to understand the logic of it. It is very convoluted.
“Turn on [or off] on this detail only” is what clicking the light bulb on and off already does. So it is strange that it is even an option. It only works with the fly-out, but the fly-out affects other parts of the model that you are not seeing and it is not clear that it will do the opposite there.
A more straight forward instruction would be: Layer On/Off in all Other details with the possible options of This Layout and All Layouts
I understand (now) that it is doing what it says it is going to do, but I personally find it unclear. To say do something only here, does not mean do the opposite every where else, it means or can be interpreted as not doing it elsewhere.
While trying, I was trying to turn off a layer in all layouts including the current one, I did layer off in selected detail only and then click all layouts and ended up with layers on that were off in the other layouts.
If the question would have been turn on details all layouts there would be no doubt.
