Unblock plugin not possible

I often have to instruct plugin users to right click the rhp file, go to properties, and unblock the plugin in order for it to work. That usually solves the problem. But not in this one instance. There is no option to unblock the plugin on the general tab of properties for the rhp file, yet the user is still getting the dialogue below.

Suggestions?

Maybe more than one copy of that .rhp file on the computer: one unblocked, the other not?
