Can't unblock a plugin

hi guys, I have a new computer and I nearly have it all set up but I can’t seem to unblock my favorite plugin: NewLayerRandomColor.

I go into properties, hit unblock, apply and then restart rhino but it still says it is blocked.

Is there a deeper form of unblocking?
