I tried turning Rhino.Options.CursorToolTip.EnableCursorTooltips to False (I figured I’d turn it to false and back to true and see if that fixed it.) When I switched it to false, the tooltips worked! So I restarted Rhino, and it was set back to True and tooltips were not working. So I switched it back to false, and they still didn’t work. So I tried it back and forth but was not able to get them to come back.
I guess cursor tooltips isn’t really what I’m having issues with - it was just the only thing I could find that seemed like maybe it applied.
My issue is with tooltips when I hover over toolbar buttons. They never work, unless I go to another window and then back to Rhino, then they work during that session.

Me too sometimes have no visible Tooltips. Close and reopen Rhino and Tooltips could be there, just ‘could’. Solved clicking Help from the menu bar, Rhino open the Browser, I close it and tootips get visible again
I have same problem, it is a bug obviously. tooltip rh8.mp4 - Google Drive
here there is a video showing that. With rhino opened i tried giving the focus to something( a browser, a document…) and going back to rhino tooltips work. i used sr11 and sr12
