You didn’t say what you have been trying to do with those curves - other than generally ‘making surfaces from them’ - so I can only generally say that you are doing nothing wrong other than expecting Rhino to do all the work for you.
My workflow would typically not start with curves like these. They appear to be the result of a modelling process rather than the basis for it. At any rate, you could split the curves at the intersections and create ‘Surface from Edges’ (command EdgeSrf) from 4 such curves at a time (see attached). surface-edgesrf.3dm (279.0 KB) . But I’m not convinced that the result is what you are after.
