But there is probably no mode where you have the normally colored surface and the mesh highlighted without the surface turned also highlighted as far as I can see.

In Rhino 8, there’s the advanced setting Rhino.Options.General.SilhouetteHighlighting that somewhat does this.

One of these two identical meshes is selected, the other not:
