Do you also have this when you explicitly set the view to e.g. Front?
Can you send a file that shows this behavior?

it happens only on Front and Right view no matter if its a new file or an old one, it does not happen on top view. I’ve never had an issue like this, and i use Rhino since v2… It began yesterday

Odd that it only happens in Front and Right
The file you sent looks to behave normal here and I don’t see anything different than default in those viewports.
Can you try any of the following:
Just tested this:
** Run _4View twice* - It behaves the same, RMB rotates views (Front & right)
** does it also happen if you disable the plugins that don’t ship with Rhino?* - Yes, it does
** does it also happen in safe mode?* - No, it doesn’t.
** does it also happen if you use another mouse?* - No, it doesn’t
** does it also happen in another template?* - Yes, it does
i’m thinking its related to my rhino options, i use a personal scheme for designing and the standard scheme for teaching. If I load my personal *.ini on a new scheme the issue appears but i cannot identify the problem source

I cannot repeat the behavior here with your ini, but I see that AlwaysPanParallelViews is set to no, can you see if that makes a difference if you set it to yes? (it’s in Options > View)
if i change to yes something weird happens:
on front and right view the grid changes to World Top…
I think it’s time to make a new scheme from scratch
Normally, rotating a Perspective projection view in a Plan display is not possible enless you hold Ctrl+Shift and RMB
i’ve been using RMB for years for PAN on front and right view with no issues… I’m not trying to rotate a perspective projection…
I create a new empty file, go directly to front or right view and press only RMB and it rotates the view in parallel mode. It happens since yesterday, never happened before.
if i do as @Gijs told me and set AlwaysPanParallelViews to YES RMB pans the view but de Cplan changes and matches World top.
Quite weird…
@John_Brock @Gijs anyway i think it seems easier to make a new scheme from scratch and maybe i found what happened!
