am I the only one who can’t update rhino?
I have an evaluation version.
Also, I can’t download rhino from McNeel at all.

I’m sorry about that. This is a bug in our 6.3 installer that will be fixed tomorrow. In the mean time, please install this redistributable from Microsoft (https://aka.ms/vs/15/release/vc_redist.x64.exe) and then install Rhino 6.3.
