Rhino WIP: Down Arrow Fails When Moving Second-to-Last Layer to Bottom

In the latest version of Rhino WIP, the down arrow for moving layers is not working correctly. I can’t move layers downward—but this only happens when I try to move the second-to-last layer to the last position.

RH-94212 is fixed in Rhino WIP
