Hi,
Under options of my sidebar, the RhinoRender panel is not listed. I try to render with Rhino Render, no render preview pops up, time is 0d 0h 0m 0s. In setting, I have plug in checked and with plug in loaded. Current renderer is also Rhino Render? Any recommendations on how to recover RhinoRender panel?

I’m a bit unclear about what it is you are asking about here.
In the list of panels that pops up when you click that “Options” icon, you will be looking for the “Rendering” panel, not “RhinoRender”.
If you can see a time of 0d 0h 0m 0s, that means some window did pop up, no? Can you post a picture of that dialog?

Ah that seems to be the problem, the render development kit ui was unchecked and not loaded. But I am unable to find a plug-in for Render Development Kit UI plug-in. Does it use a different one?

It’s a standard, built-in plug-in, just like so many others. That’s the way functions in Rhino are organized.
