In Rhino 8.8, the tooltips for toolbar commands sometimes do not appear when using the mouse’s left or right buttons. Is this a bug?
It is yes. And I believe there are some youtracks for it

Does your issue persist whilst using Rhino? Or is it only when Rhino has just started
Tooltips do not appear when Rhino 8.8 is first started, and sometimes they also do not appear during use. Occasionally, they appear after opening the Rhino Options dialog box, but most of the time, they do not display.
I’ll log a bug for this, it sounds annoying. Do you think you can list steps on how to repeat this? Or does this happen without your intervention? Do they ever reappear?
I discovered a solution on the forum: by using the ALT+TAB key combination to switch windows, the command prompt becomes visible. I hope the developers address this issue in subsequent versions. Thank you.
