the right plane is clipping only through geometry - here it seems to work fine.
the left plane clips through some on some of the outside surface and here in the drawing in the top right stuff gets shifted again
New R8 SR10 user here.
I have the same issue - Section Drawings will not show elements contained within a block. The objects on the right (in red circle) are blocks, and outside the circle - not blocks.
The blocks don’t show up on the Section Drawing.
I also have the exact same issue with running a Section Drawing through a “Lands Design” Terrain Object.
Please run the Rhino SystemInfo command and copy-paste the result here. Also, if you could post a simple file that we can use to troubleshoot this issue, that would be very helpful.

I don’t have time to read through the topics to see if it was reported yet, but during my tests of this tool (ClippingDrawings to be exact) I noticed problems with cutting through Block Instances.
I want to produce a ClippingDrawing that will cut through Block Instances but only include geometries that are on given Layers. You can see, that Breps (on the right) are giving me expected results - only purple part is visible on the ClippingDrawing. Cutting through Block Instance that is placed on Block Instance Layer 01 is producing curves from both Layer 01 (red - incorrect) and Layer 02 (purple - correct).

Now I see it was reported 1,5 years ago, unfortunately, it seems that no one is working on it at the moment. Pity, because Blocks are important, but have many problems.
