Your video driver is out of date…and your system is low on RAM, 6GB is barely enough to run Windows, but start with the display drivers…

Jim is right.
GPU driver update from AMD first.
In Rhino > View > OpenGL, uncheck the option for using “gpu tessellation”.
AMD still has that screwed up.
