PrintDisplay command (State ON) is not on after reloading the file. It is ON when working until you save and close the file. When reopening the file, you have to run the command again and reactivate the state to ON again.

This is apparently by design.
Setting a startup macro can help for new Rhino instances, but not when opening new files from an existing instance. I will file an enhancement request to see if this can be made better.
Personally I have an alias ‘pd’ to toggle print display:
! _PrintDisplay _State=_Toggle _Color=_Display _Enter
