Picture Frame in Layout not printing

Hi -

Trying to insert a logo so I can have title block in layout.
For some reason, the picture frame only works inside the viewport but won’t work in layout.
I’ve searched pretty much all forum and still can’t really find an answer…also, if I send the same file to other computer, it tend to work. Any settings I’m doing wrong here?

In Layout, use the PictureFrame command to place your jpeg image. Make sure you’re printer output is Raster Output, not Vector Output.
