I am looking for someone to convert a STL file into a high quality DXF and STP file so I can cut on a CNC machine. Is there anyone in this group that can do that for a fee? Name is MItch I guess I will just check back here to see if anyone responds.

Have you tried _QuadRemesh and then _ToNurbs?
The difficulty of reverse engineering a mesh to an STP depend on the mesh.
You would first have to supply the STL file to get an accurate estimate on the cost, or even if its achievable without some kind of compromise. For example, a scan of a highly detailed sculptural object may not translate well to a nurbs model. Fine details tends to soften or even disappear when a mesh is interpolated to nurbs.
