The title says it. All Filters are on, best Osnap can do is “Near”. I am using 3DFace.

Ok I figured it out myself, This happens when You want to create a 3DFace without selecting the Subd you want to add the face to BEFORE running the command. Alternatively the object can be added while the command with “append”…Poor choice in terms of UX imo.
