We are seeing the nuget for Rhinocommon as version 8.10.24226.13001 while the latest Rhino version is 8.10.24228.13001. This is causing a mismatch when we reference KangorooSolver and using the latest rc version of Rhinocommon from Nuget gets us a ton of errors:

Are you running 8.10 and trying to load a plug-in that references Grasshopper 8.11?
I’ve triggered a nuget build to match the latest release of Rhino (8.10.24228). Should be out shortly!

Yes that was the workaround we tried, but 8.10.24228 on nuget will fix it.
The 8.10.24228 nuget packages have been published.
It should be possible to reference any version of the RhinoCommon and Grasshopper libraries so long as they are equal to or older than the version of Rhino that the plug-in is loaded into.
