The Grasshopper & RhinoCommon Nuget Package is older than the latest Rhino 7 client.

Nuget : 7.36.23346.16351
Rhino 7 : 7.37.24107.15001

Q: Do I have to downgrade Rhino 7, or is there any chance that McNeel upgrades the Nuget Package to latest Rhino 7 version?

Using older version Nuget packages means your plug-in will be able to be run in older Rhino 7 versions. You need to update only if there has been a fix in the SDK/API that you intend to use, otherwise the oldest possible Nuget package gives typically the best coverage for users.
