Need help setting up a "table lock" for laser cutting

Hi everyone, i’ve been a Rhino user for about 5-6 years. Mainly using it for CNC work and I’m by no means an expert. I just started using an Epilog Laser and rather use rhino that CorelDraw since I’m much more confortable in Rhino.
But I’ve encountered my share of set backs. One being the size on the work area that seems to never really display or fit correctly.
I came across this article that suggests a “table-Lock”. According to the article “This method practically guarantees a perfect placement of the file to be cut relative to the material.”

Anyway, I’d like to try that but I have no idea how to - Set the print width of the rectangle to No Print and lock it. Place it on a Table layer and lock the layer.

Type ‘properties’ in the command bar to bring up the toolbar, same with ‘layer’. Now select your rectangle and set the print width to no print using the properties toolbar. Then in the layer toolbar right click to make a new layer, then right click the new layer and choose change object layer. Then click on the lock icon.
