Mouse pointing delay problem

Various commands, pointers, etc. follow the mouse cursor too slowly.
For this reason, even if you look at prompt information such as object snaps, the mouse follows one beat behind you, making it difficult to work quickly. Is there any solution?
I thought it might be a resolution issue, so I lowered the resolution to 1920x1080p since my monitor has 4k resolution, but the symptom was the same.
The symptom appears to be less severe because the video has a lower frame rate, but in reality, it feels like a more severe delay because the monitor refresh rate is much smoother.

I would like to add one more thing.
If you look at the video, the screen appears smoothly during the playback period of 0 to 3 seconds, which is normal. From the next 4 seconds onwards, even if you do not use a tool, just passing by a functionally related icon will result in a refresh rate (frame) drop of 30-40% or less compared to when mouse movement is normal.
The video was filmed in slow motion using a mobile phone, because the frame rate was low and the difference in mouse movement was not noticeable in regular screen recording.

I just lowered the monitor refresh rate from 144hz to 60hz, and the lag became extremely severe (not because the frame seemed low due to the low refresh rate, but because of the mouse lag itself).
Now, I think all of these lags are related to the refresh rate.
