is there a way to obtain both mesh and texture from a point cloud using the RGB information stored with each point? At the end, I would need a full 3D textured mesh.

Hm - that sounds hard - the other direction is not but I don’t know unless, maybe, if you know the projection, how you’d know what pixels go where in the bitmap.
I used texture baking in 3DS Max of the 3D model obtained from the point cloud. Note that you need to store the colour in each vertex of the mesh.
