I am just starting to use Layouts. I did a 4 view layout page. All good. I cannot get anything but wireframe. I cannot figure out how to show the drawings in shaded mode. Please help.

double click inside any detail view and change the mode to shaded like the below:
you have way too many display modes. 
but interesting to use diverse materials, would make a lot of sense if you use setobject display mode with these for a quick preview or even rendering of stuff.

A wish regarding this:
A Detail should have a ‘Display mode’ parameter, just like model space viewports have.

And while you are at it: please add also the Detail scale in this familiar style (1:100 etc.)!

100% right on both issues. A “like” of this post isn’t emphatic enough!
I had a dream, that Rhino 9 will finally include Custom Display mode assigned by layer in the layer panels,
I hope this dream will graduate into a prophecy.
