Agreed.
There’s a lot in the Rhino 8 UI that requires way too much precision, then a lot of other stuff has too much padding and invisible control borders. Much of it is new to R8, makes no sense and interferes with productivity.
I have to say, this is a pretty annoying development in R8. Some elements of the UI require tremendous mouse hovering precision, while with others there’s way too much wiggle room.
To summarize, panel edge adjustments require way too much precision, and Layer column width adjustments ranges are too loose:

Hi, some issues with the layer panel.
Can we please get right clicking back in blank areas of the column header like in previous Rhino versions?

About 3/4 of the time I click on a layer’s linetype, I get a momentary disco flash of some floating panel outside the Rhino window, up and to the left. My screen recording picked up some of it, but it happens more often than I think this gif shows. See upper left corner of frame:
