From looking at your screenshot, I can tell your mesh is rather coarse. I would refine it.
The mesh edges also need some tension. So use the EdgeLengths goal and a factor or shorter length than the average length of the edges…
hi im already using edge lengths , and its stil stiff peaks and not smooth and gradual peaks!?
isnt quad remesh already enough to refine ? because i thought im using quad remesh to refine the mesH?
The edge length factor should not be 1, otherwise the mesh cannot get smooth. Try something like 0.5 to 0.8

And then tweak the strengths

If I had to do this for myself, I think I would add cylinders to the mesh before the relaxation.
