Has it any command line tool or options to install rhp files to Rhino?

Yes you can run -Options -Plugins -Load from the command line to pass a string path to the rhp file and load it.

Other question: This option is silent or not? I prefer silent install

@SzaboLaszlo, sorry, loading from the command line does not do a silent install. You would have to do something like ClearCommandHistory from a script object to erase anything written to the command line from the plug-in loading process. There are also some pop up dialogs that could appear if there is a plug-in load error.
