Cannot seem to import this pdf or open it with R7. I looked around on the forum a little but could not find anything. What am I missing?

It would be good information.
Maybe they could try with a different PDF printer and get you a good PDF.
If you get these a lot, you may need a copy of Bluebeam and correct the issue.
But it would be better if whatever is writing a bad PDF, is fixed.
If it is not repeatable, and is just a “onetime” thing, there is nothing to do.

I get this very same error message from an Illustrator file of the current Illustrator release (29.1). I used the Acrobat 7 (PDF 1.6)-file format version. I will experiment with more recent file format versions, maybe I can eliminate the issue thus.
As suggested above, this is a file format issue; when using PDF/X-3:2003 and Acrobat 4 (PDF 1.3) Version standards, the issue no longer arises.

We still have the YT open RH-81341/Rhino-cant-open-this-PDF-file.
Rhino 8 is unable to import the Acrobat 7 (PDF 1.6).
It is on the list for the developers.

This problem can also be fixed by re-saving the file without image compression.
I had the issue today with a PDF, the solution in this thread about .ai files also fixed the PDF
