How to bind hotkeys for new layer and new sublayer with random color

Rhino 8 introduced new function for layer creation with random color so i want to bind those function with some aliases so can anyone tell me how to do it.

Also for upcoming version, i will say that random dark colors actually dont look that great on screen and thats why i think there should some limit on the range of Saturation and Level of the random color.

pastel colors looks great as they slightly varieted to just distinguish from each other. dark color grab your attention constantly and thats why people will avoid the new sublayer with random color. however this should be discussed.

actually it just work once and also not giving random color, that is actually helpful. the macro mention in the topic just create layer01::layer01 but once this sublayer already present in your document then it do nothing.
