I currently use an educational version of Rhino 5 32 bit (along with Flamingo, Penguin, Bongo). I am about to upgrade my Windows 10 from 32 bit to a 64bit Windows 10 computer. I have the original exe program. Can I use that program to reinstall my Rhino group onto Win 10 64bit or, do I have to ask vendor to send me a new set of programs?

The installer @Helvetosaur referenced contains both 32 and 64-bit Rhino.
Make sure your Windows is fully up to date after installing it (run Windows Check for Updates and reboot several times), then run the Rhino installer.
You’ll end up with 2 Rhino shortcuts on your Desktop; one for 32-bit Rhino and one for 64-bit Rhino. They share resource files so do not uninstall the 32-bit version. You can delete the shortcut but don’t uninstall it.
