Holes and recesses on a surface

Hi everyone, I need your help.
I want to create this kind of surface with holes and small recesses, as you can see in the photo.
Has anyone idea how it’s possible to make it?

With Voronoi you can create this kind surface with hole’s.

Hi,
I know how to make simple Voronoi.
In the photo there are not only holes. But also little unopened ones.
