Having major problems doing a clean uninstall can anyone help . . . .?

Hi I can’t uninstall rhino - its stopped working and now if I try and i try and do a clean re install i get the following message :

The feature you are trying to use is on a network resource that is unavailable.

Click Ok to try again or enter and alternate path to afolder the installation package ‘rhiexe.msi’ in the box below.

C:\ProgramData\Package Cache{CF2BEA3C-26EA-32F8-AA9B-331F7E34BA97}v11.0.61030\packages\vcRuntimeMinimum_amd64
