Run the command TestShowPrivateContent (it’s a toggle) and then you’ll have a Cycles Emissive material in the Materials panel that you can use. Assign that to an object behind some frosted glass to get that look. It’s a prototype material and will only work in Raytraced mode. Be sure to save before using it.
What exactly does TestShowPrivateContent do?
It provides a test material called “Cycles Emissive” in the Materials panel when you click the + to make a new material.
