Is there any way to export a Rhino material in a format that other programs (like Blender, Sketchup, 3dsmax, Vectorworks) can read? Let’s say that you have colleagues that are working in one of the above programs and you create a material in Rhino that everybody loves and they want to use it… Right now the Save to File option in the Materials tab seems to just have Rhino’s native rmtl format as an option.

There is not really a good way to do that. Each engine uses a slightly different standard. In Rhino 8 and 9 using PBRs can get close as Textures can be exchanged. But not whole materials.
In Grasshopper there are a number of special components to exchange and manage Vray, Revit and Rhino materials in a detailed manner.
Of course Grasshopper could be used to digest a bunch of material information and create a bunch of materials: Rhino WIP Feature: New GH Components for Rendering Materials
No, but you can use my import_3dm add-on for Blender to import directly 3dm files, including the materials therein.

Will Rhino 9 Import blender Cycles-materials? Will it import Blend Files?
