Exact location of an object from another one

Hi,

I tried to place a circle at an exact distance from an edge of a square as shown on the screenshot below.

But to do that I needed to move the points of the circle on the grid by snapping them on to the grid.

ps : I don’t understand why the square around the “initial circle” is not aligned with x and y (see below).

That’s why I wonder how to precisely locate an object from another one, there is perhaps another way to do that in Rhino.

When you draw a circle, the mouse defines the orientation of the control points.

The closest distance in between two circles and the tangent points can be found with a line between their centers.

There’s also a command to draw a line perpendicular to two curves:
