Edit Values in Imported Attributed AutoCAD Block

I have imported an AutoCAD attributed title block. When I insert it, it comes in fine. A fly out appears for me to fill in the attributed fields, but then I can’t figure out how to edit them after it is inserted. Can anyone point me to the right direction? I have uploaded the block. In the block editor the field appear as (one example): %<UserText(“block”, “TITLE_1”, “1st Title”, " ")>%. Based on this I looked at the user text floating pallet, but no luck.

Fiddling some more, I can find the attributes using User Text Floating Pallet, but still can’t edit the value. I can change the field nam (like Project_Name) but not the value put in.
