Dimension lines hidden over pictureFrame images

drawing dimensions over raster images created with pictureFrame, the lines between arrows are hidden, until I use BringToFront. means every time I draw a dimension i have to use bring to front.

The rasters are planar on Cplane, the dims are drawn on Cplane.

I dont normally get this problem.

whats the fix ?

Move the picture frame off of the CPlane so it is under where you are drawing.

Thats the only way, but then it disappears behind another I have moved, it also sees a surface starting to poke through etc, gets tricky when there are PictureFrames all 0.1mm or so apart. I wish they had a draw order.
