I understand how this can be done by setting values for line weights by object or by layer.
But how is it controlled when the line weight is set in the Display Mode? I assume the pixel dimensions relate to the resolution chosen in the print options? How to tell Rhino to use that setting rather than the by object or by layer setting?

I’m not sure what that means.
You’ll need to be specific about what you are trying and what the output is.
In Rhino 8, for display, and thus for bitmap export to PDF, line weights are primarily controlled by assigning linetypes and setting the intended weight in the linetype definitions.
