Change Functon key defaults?

As I’ve said before, I try to make all my software use similar shortcuts. I know where to create aliases, however, I’d like to swap the function of the F3 and F4 key. Those don’t show up in the Alias list. Where can I edit them?

Any idea how to get pressing F3 to toggle Osnap on/off? I’ve discovered setting to F3 pulls up the options requiring a response.
