Thanks for the report, I see this too and filed it as https://mcneel.myjetbrains.com/youtrack/issue/RH-62774

In the meantime, click and release on the GB arrow while holding Alt. Then release Alt and type the numeric value followed by Enter. This works as expected here and may help for now.

Sadly, that bug also happens with the “Move” tool. It basically prevents me from using Rhino 7.4 now. Check this report, too:

I found one annoying bug in the latest Rhino 7.4 that’s very critical to the modeling process. Rhino will refuse to follow the numerical distance set by the keyboard and will place the moved (or copied) object relative to the mouse pointer instead.
