i created one from scratch, just a random DimAngle, i also noticed something similar happening with normal Dimensions later on but i can not replicate that on a new file for now, in contrast to the DimAngle which seems to be happening every time.

just an extra notion, i installed the Wip just yesterday, i do not often explode Dimensions but i can not recall this happening before.

I experienced the same problem with DimOrdinate. I checked then a set of dimensioning commands and found that also DimRadius an Dimameter are affected.

Can somebody please update also the bug on YouTrack?

It would be great to have all dimens behaving well with the explode command in Rhino 9.
