I recently started to use RH9 beta. Just wanted to populate the popup toolbar with my most used items. I would hold ctrl over the button I want to copy and then drag it over to the opened popup toolbar. That’s how it used to work in RH8 and earlier. It doesn’t work in 9beta.
Looks like this is the same problem as described over here.
