In the attached, when I shell object shown, I get a message from Rhino saying the result is not solid but the resulting shelled object appears to be solid.
If I decrease the tolerance a little, say to 1/256", then I get an open poliysrf.
Hello- your surface has some messy areas - I’d try to make simpler surfaces where possible.

I was curious why I’d get an error/warning that it is not solid when Rhino says it is solid.
On a related note, I did a simplification from the plans and created this:

The shelling is highly precision sensitive.
At 1/64" precision, it will shell. At 1/128" precision, Rhino creates an open polysrf.
