Turn on the Center OSnap.
Start Move command
Click on the circle as object to move
In response to “Position to move from” position cursor over circle until the center of circle is highlighted and then select it
In response to “Position to move to” type in desired x,y,z coordinates. Remember that coordinates without a prefix are in the active window’s CPlane system and with a “prefix” they are are in the world coordinated system
