Add Keys to Place Shortcuts (like NUM- BlocK & Mouse4)

Hi there,
i have a question concerning the Keyboard Layout. If i go under “keyboard” there are just a few keys, but is there a possibility to “activate” all possible key- combinations? I would like to use the NUM- Block and for Example Mouse 4 + all Keys from A-Z.
