What are we supposed to be commenting on here? You can’t really get much better specs without going to cost-no-object enterprise gear. I hope you’ve got more than 16GB RAM there.
Ram is 64GB. I Just wondered that the components being based in Gaming, may have a detrimental effect on some aspects of Rhino 3D.

What a waste of two PCI slots. I reckon you could fit another 4090 in there in the bottom slot, and maybe a two-slot 4070 between those. A 2500 Watt power supply should do it.

I wanted to show you a performance run in Holomark2 just to demo the actual speed, but the app or plug-in freezes about five seconds in probably due to Windows 11 (there was no way to get Windows 10)…
But here is a peek under the hood … .
And the Case is on the big and heavy side: 10" Wide, 24" High, and 21" Deep (and weighs 55 lbs) called “CORSAIR”.
Given that I can run Rhino 7 or 8 WIP while debugging a plugin in Visual Studio with an 11th gen i3 and 8 GB* which shares with the onboard video, I’d have to say ‘yes, that should be adequate’.

A 13900K is probably (definitely) going to bottleneck under maximum all core load in any temperate climate. My 13700K is really on the thermal limit for air cooling. The TDP I think is ~250 W, which is the top limit of an NH-D15 or a Thermalright Peerless Assassin 120. In reality, as out of the box CPUs get usually boosted by the motherboard without undervolting, it can get to 280 W.
Holomark 2 had been updated such that I managed to run it fine on Windows 11 with Rhino 7, so I don’t know why yours freezes.
I started up the computer this morning and started up Rhino 7…and it completed Holomark2 in about 45 minutes. Here are the results:
