Tri-Remesh is a bit of a heartbreaker because it lets you down when you need it the most.

It helps to mesh the brep first. But let’s see what Daniel Piker suggests.

It looks like the issue is with an absolute tolerance value I have somewhere.
Your file works without any tearing and keeping the feature creases if it is at a different scale.
