Yes you make sense! I’ve been struggling with getting accurate prints as well, so that’s why I am following this and trying to understand what you are dealing with. There are new vector capabilities in Pen, Technical and Monochrome. Before R8 you would only ever see a raster print from those display modes. Now vectors are generated if you choose vectors in the print dialogue.
They are working on fixing problems in the service release candidates. Your test file from your earlier example worked as expected on my machine. I wonder if you are not updated to the most recent service release? That has to be done manually by clicking “check now…”
