I can extend or shrink LOCKED toolbar (why, o why) but I can’t shrink the command bar so it is not showing the bit of previous line which I find visually annoying.
The white Main Window Title Bar is also annoying here. I would take it off, but then I have a problem with Rhino not returning to the maximum screen size. I have been reporting this before.
Locking affects position, not size. Seems the same in V7
I recall seeing this before, I think it had to do with localization. Can you send your _Systeminfo and a screencap of your Region settings in Windows?
Yes, this is on the list as RH-75189 Rhino title bar on windows 10 always looks inactive
What is the reason for locking the position but not the size? What are the benefits of it?

Your country/ region, and most importantly your Regional format. If you press the Windows button, and type Region, it should bring you to that page.
I suspect it is this bug: RH-72137 Bulgarian Regional format in Windows line spacing issue in Command Prompt
Most likely any regional format that uses a comma as decimal separator will have this issue
I guess the idea here is that you want the UI to stay positionally put, but still somewhat flexible. Maybe for toolbars it makes not much sense, but for panels like the properties panel it does.
